Concrete Planned for Suffolk Weather and Suffolk Lots

We are concrete contractors serving Suffolk, Virginia, and we build every driveway, patio and walkway around the conditions here. Suffolk sits in Hampton Roads at an elevation of about 39 feet, with the Nansemond and James rivers on one side and part of the Great Dismal Swamp on the other. Its Wikipedia climate table lists 51.82 inches of precipitation a year, July highs averaging 86.8 degrees and January lows averaging 31.1 degrees. That mix of heavy rain, humid summers and frequent winter freezes shapes how concrete should be built.

Rain and drainage come first

With more than 50 inches of rain a year, water is the main thing working against concrete in Suffolk. A slab that holds puddles, sheds water toward the house, or sits on a base that stays soft after every storm will crack and settle sooner than it should. On every job we:

  • Dig out soft soil and organic material until we reach firm ground
  • Place and compact a crushed stone base so the slab has even support
  • Set a steady slope so rainwater runs off the surface and away from the foundation
  • Plan where the water goes next: a lawn, a swale, a ditch or a drain, not a neighbor's yard

On rural lots with a roadside ditch, the entrance matters too. A driveway that crosses a ditch needs a culvert pipe sized for the flow, and the City of Suffolk sets rules for that, covered below.

Winter freezes without much snow

Suffolk gets only about 5.8 inches of snow a year on average, but January nights average just under freezing, so the ground freezes and thaws many times each winter. Each time water in the pores of a slab turns to ice it swells, and over many winters that pops off the top layer (scaling) and pries cracks open. The standard defense for outdoor flatwork is air-entrained concrete, whose microscopic air voids act as relief space for the ice, together with a full cure and a sealer on decorative surfaces. If you use de-icing salt on icy mornings, go light, and never use it on concrete in its first winter.

Summer pours need a curing plan

July and August are hot and humid. Heat makes concrete stiffen sooner, so there is less time to finish it, and if the top quarter inch loses its water before the slab below has set, the surface ends up weak and crazed with fine cracks. Summer pours here start early in the morning, and curing compound or wet burlap goes on the moment finishing is done.

A city with old and new concrete

Suffolk's housing spans a long range. Point2Homes, summarizing the Census Bureau's 2019-2023 survey, gives a median year built of 1996, with about 15% of homes built before 1960 and another 27% built from the 1960s through the 1980s. At the same time, 22% were built in the 2000s and 17% in the 2010s. About 72% are single-family detached homes, and Census QuickFacts puts the owner-occupied rate at 70.7%. In practice that means two kinds of calls:

  • Older homes downtown and in long-settled areas, with walks and driveways that have heaved, cracked or settled over decades, often thinner than today's standard and with no reinforcement
  • Newer subdivisions from the last 25 years, with builder-grade driveways and small back patios that now have corner cracks, a sunken panel or a patio too small for how the family uses the yard

Some of that concrete can be lifted, patched or resurfaced. Some is past saving. We tell you which, and we price both options when it is close.

Permits and the city right-of-way

The City of Suffolk's Department of Public Works handles driveway entrances onto city streets. Its Driveway Application lists a non-refundable $125 fee, calls for at least a 15-inch reinforced concrete pipe where a driveway culvert is needed, and asks for an inspection call 24 hours before work starts. The city's right-of-way excavation and restoration manual also says driveway apron forms are inspected before the pour and that damaged sidewalk is replaced in full sections, joint to joint. We look at whether your project touches the right-of-way and handle the paperwork with you before we start.

What we build

  • Concrete driveways: new, replacement, widened and extended
  • Concrete patios: broom finish, colored or exposed aggregate
  • Stamped concrete: patios, walks and driveways with stone, brick or wood patterns
  • Sidewalks and walkways: front walks, side paths and city sidewalk sections
  • Concrete slabs: shed, garage, workshop, HVAC and equipment pads
  • Concrete repair: crack repair, leveling, resurfacing and panel replacement

Each estimate is itemized on paper, which makes it easy to hold up against another contractor's bid. Call (757) 720-2469 to set up a free visit.

Common Questions

What do concrete contractors charge per hour?

Hourly billing is rare for residential flatwork. Jobs are usually quoted as a lump sum built up from square footage. For reference, HomeGuide's concrete driveway cost guide splits an installed price of $6 to $15 per square foot into roughly $3 to $7 of labor and $3 to $8 of materials. Your estimate from us shows one total for the whole job.

What is poor man's concrete?

People use the phrase for a cheap stand-in for a slab, usually packed gravel or crushed stone, sometimes with dry cement or a binder worked into the top. It can serve as a path or a parking spot, but it is softer, rougher and shorter-lived than real poured concrete, and it ruts and washes out in heavy rain.

How do I find a good concrete contractor?

Collect two or three written bids and line them up item by item: thickness, depth of stone base, steel, finish, joint layout, sealer and haul-away. Then ask each contractor where the rainwater will go, how the slab will be cured and whether a permit applies. A one-line price with none of that gives you nothing to compare.

Does Suffolk require a permit for a driveway entrance?

For an entrance onto a city street, yes: the City of Suffolk's Department of Public Works uses a Driveway Application. The form carries a $125 non-refundable fee, calls for reinforced concrete pipe at least 15 inches in diameter where a culvert is needed, and requires a call to the Construction Manager 24 hours before work begins. We review your lot against those rules before scheduling.

Does concrete crack in Suffolk winters?

Winters here are mild, but the average January low is about 31 degrees, so slabs freeze and thaw over and over. Air-entrained concrete, joints spaced to the slab size, a full cure and a sealer on decorative work keep cracking and scaling down. A few hairline cracks are normal; the joints are there so they run where we planned.

Is it better to repair or replace old concrete?

Sound concrete with small cracks or a settled panel can often be filled, leveled or resurfaced. HomeGuide's resurfacing and leveling guides suggest replacement when cracks are wider than about a quarter inch, the surface is crumbling or spalling, or the base has failed. We look at the cause and price both options when it is close.

How soon can I drive on a new driveway?

By HomeGuide's driveway guide, walking on it is fine after 24 to 48 hours and a car can go on after 7 days or more. The slab reaches full strength at about 28 to 30 days, so loaded trucks, trailers and campers should wait that long. We write the dates down for your pour.
